Presentation and discussion on the document "National Energy Strategy: energy for sustainable and competitive" (SEN)

The Commission Environment and Energy and Agriculture has been convened for 27 November 2012 to review the document "National Energy Strategy: energy for sustainable and competitive" (SEN) in order to express the opinion in the Conference unified. 

It is noted that the need for SEN was strongly felt for many years and by many, especially by business operators, eager to have a reliable framework for investment, and by the local authorities.
The document has been organized in such a way as to best explain the objectives. instruments and actions. This document, while adopted at the end of term, it is hoped that will be set up the framework for planning for the future action of the government of the country in the energy sector.
In the context of this document, compared to traditional macro-energy policy objectives (safety, economy, environmental protection) was added to the economic development linked to the concept of energy as an "engine of growth" closely related to achieving and exceeded the objectives of the package 20 * 20 * 20 as proposed in the SEN.

Sardinia states that it hoped that the document SEN was an aid to regional planning. Instead, it is stressed that there remain deficiencies related to the discourse on infrastructure (electrical and thermal generation). Also indicated that it would be appropriate to give more attention to the correlations between the PAN, the Strategy and the various directives. With regard to governance, shows that it would be desirable to adjust the matter with ordinary laws, rather than a reform of the Constitution. Detected as missing, then the provision of a monitoring and a method of revising the national energy strategy also because of developments in national and international scenarios. Finally, it would appropriate to give an indication of the total volume of investment and the proposed allocation of shares in public and private, together with the correlation between the reduction of energy consumption and infrastructure development.

Abruzzo: shows how there is a reference to the interaction between the SEN and the Burden Sharing, both in terms of investments, both to improve the efficiency of the networks. Considers it essential, in the governance of the energy system, a bottom up approach, and highlights a serious problem about opposition to the installation and energy networks by local populations.
