Presentation and discussion on the document "National Energy Strategy: energy for sustainable and competitive" (SEN)

The Commission Environment and Energy and Agriculture has been convened for 27 November 2012 to review the document "National Energy Strategy: energy for sustainable and competitive" (SEN) in order to express the opinion in the Conference unified. 

It is noted that the need for SEN was strongly felt for many years and by many, especially by business operators, eager to have a reliable framework for investment, and by the local authorities.
The document has been organized in such a way as to best explain the objectives. instruments and actions. This document, while adopted at the end of term, it is hoped that will be set up the framework for planning for the future action of the government of the country in the energy sector.
In the context of this document, compared to traditional macro-energy policy objectives (safety, economy, environmental protection) was added to the economic development linked to the concept of energy as an "engine of growth" closely related to achieving and exceeded the objectives of the package 20 * 20 * 20 as proposed in the SEN.

The Goal 4 is related to a fully developed and mature electricity market. The 5th goal concerns the system of fuel refining (sector, the latter in crisis due to the reduction of consumption and of relocation to other areas of the planet of refining systems more competitive) who is asked to innovation products eco-friendly. The 6th goal is to rise in the national production of hydrocarbons with a return to the levels of the mid-Nineties, respecting the territorial and environmental standards set by law.
Finally, the 7th goal is the modernization of the system of governance in the government of the theme "energy." With it you plan to bring the exclusive competence of the State (Amendment of Title V of the Constitution) the energy field. This is especially true for large power plants and must be accompanied by a new approach of participatory planning strategic infrastructure (mainly linear), fostering the integration of the national energy market and the European market.

 

Some considerations of the Regions
After the presentation, the representative of the MED, the coordinator initiates the comparison between technical representatives of the regions and autonomous provinces:
Piedmont: with reference to the objective changes in governance, we do not share the statement that the goal of making more rapid time to complete the project, especially in the development of large infrastructure projects, could be achieved through the reform of Title V of the Constitution, which aims to bring the exclusive competence of the State energy policy. Lombardy:

If the problem was real there would be a serious problem of reliability and security of the electricity grid.

Sardinia states that it hoped that the document SEN was an aid to regional planning. Instead, it is stressed that there remain deficiencies related to the discourse on infrastructure (electrical and thermal generation). It stigmatizes addition, the lack of attention given to the prediction of GALSI gas transport and the issue of coal power plants.

Umbria: it says that the results of the actions foreseen (characterized by different speed implementation) are not adequately reported in a range of time. Calabria is concerned about the information on the timing of planning of infrastructure investments also in terms of costs.

Emilia Romagna notes that it would be appropriate to include in the document a correlation between economic growth prospects and the easing of energy costs in order to analyze the impact of the change scenarios. Also indicated that it would be appropriate to give more attention to the correlations between the PAN, the Strategy and the various directives. With regard to governance, shows that it would be desirable to adjust the matter with ordinary laws, rather than a reform of the Constitution. Detected as missing, then the provision of a monitoring and a method of revising the national energy strategy also because of developments in national and international scenarios. Finally, it would appropriate to give an indication of the total volume of investment and the proposed allocation of shares in public and private, together with the correlation between the reduction of energy consumption and infrastructure development.

Abruzzo: shows how there is a reference to the interaction between the SEN and the Burden Sharing, both in terms of investments, both to improve the efficiency of the networks. Considers it essential, in the governance of the energy system, a bottom up approach, and highlights a serious problem about opposition to the installation and energy networks by local populations. Believes that the Regions can represent the Intermediate Body able to put the various local and national interests, as with legislative and regulatory capacity are therefore able to ensure the development and implementation of strategies for energy policy.
Brands: shows how the SEN should identify goals, but above all instruments, and to give resources to the implementation of PEAR. Expresses concern for the revival of the national production of hydrocarbons. Requests in this context that the policy is better balanced within a cost-benefit approach territorial.

Province of Trento: document shows that the present limits on the level of strategy as the model based on decarbonisation requires a more long-term, instead of investing in the revival of production of hydrocarbons, should enhance production from RES, the gas seems wishful thinking to join a leading role in mature markets. The attention to the ESCO should be strengthened.

ANCI: emphasizes the need to provide a hint to the smart cities also only in terms of modeling. Deficiency in reference to the waste cycle and mobility.
