Presentation and discussion on the document "National Energy Strategy: energy for sustainable and competitive" (SEN)

The Commission Environment and Energy and Agriculture has been convened for 27 November 2012 to review the document "National Energy Strategy: energy for sustainable and competitive" (SEN) in order to express the opinion in the Conference unified.

It is noted that the need for SEN was strongly felt for many years and by many, especially by business operators, eager to have a reliable framework for investment, and by the local authorities.
The document has been organized in such a way as to best explain the objectives. instruments and actions. This document, while adopted at the end of term, it is hoped that will be set up the framework for planning for the future action of the government of the country in the energy sector.
In the context of this document, compared to traditional macro-energy policy objectives (safety, economy, environmental protection) was added to the economic development linked to the concept of energy as an "engine of growth" closely related to achieving and exceeded the objectives of the package 20 * 20 * 20 as proposed in the SEN.
It 'Particular attention was paid to the issue of the cost of energy, the commitment to pursue with determination the alignment of domestic prices compared to those in Europe, in order to increase the competitiveness of the production system and the protection of the purchasing power of consumers.
The document is structured in objectives elaborated as priorities for action.
The 1st goal is the improvement of energy efficiency (promises of a CFL in 2020 lower than currently reported in the NAP) to be achieved through a variety of tools being developed (mainly income thermal rationalize the system of deductions tax system and TEE). The incentives should be seen as a means to modernize existing there are other tools such as those relating to the definition of building standards in the construction industry (although it is acknowledged the delay in transposing the Directive 2010/31/EC) dedicated to providing addresses for the construction of new buildings. Always related topic of energy efficiency, and significant importance for the contribution they can make to reduce consumption, are the actions of information and awareness appropriately dealt with in the document.
The 2nd objective is related to the development of the gas market. With its pursuit means encouraging greater "liquidity" of gas in the domestic market with progressive realignment of its costs in Italy compared to European (modes of supply are very expensive especially when demand falls), not to mention the aspects of security requirements of security of supply strategy. In terms of infrastructure, it is considered important for further development of LNG terminals, in a logic of diversification of supply.
The 3rd goal is the maintenance of attention to the development of RES electricity, keeping under control the burden on consumers and incentives arising from the impact on energy bills. Hence the need to evaluate the ability to achieve a virtuous balance between the costs and benefits at the level of operators, and system-level country. In this sense, will be paid great attention to the reduction of administrative burden and cost required, for various reasons, on their energy bills. In terms of quantifying the objective of development, there are more arguments which suggest that an achievable target equal to 36-38% on final consumption in 2020. It can be said that sine qua non of that objective is constituted by the improvement of the network system to connect to the same system of generating installations (RTN strengthening, intelligent distribution networks). Is necessary to avoid problems associated with over-capacity and electrical safety.
The Goal 4 is related to a fully developed and mature electricity market. The factors considered important for achieving it are the sustainable electricity connections is included in the Development Plan of Terna, is represented by interconnectors, as well as the expansion of electricity infrastructure network in order to allow the integration of traditional energy sources with renewable sources, eliminating the so-called "bottlenecks". This strengthening the infrastructures electric favor an alignment down prices in different market areas of the country.
The 5th goal concerns the system of fuel refining (sector, the latter in crisis due to the reduction of consumption and of relocation to other areas of the planet of refining systems more competitive) who is asked to innovation products eco-friendly. With regard, however, to fuel distribution rationalization process has been underway for a long time and can be improved by trying to influence the reduction of the price of the same industry.
The 6th goal is to rise in the national production of hydrocarbons with a return to the levels of the mid-Nineties, respecting the territorial and environmental standards set by law.
Finally, the 7th goal is the modernization of the system of governance in the government of the theme "energy." With it you plan to bring the exclusive competence of the State (Amendment of Title V of the Constitution) the energy field. This is especially true for large power plants and must be accompanied by a new approach of participatory planning strategic infrastructure (mainly linear), fostering the integration of the national energy market and the European market.

Some considerations of the Regions
After the presentation, the representative of the MED, the coordinator initiates the comparison between technical representatives of the regions and autonomous provinces:
Piedmont: with reference to the objective changes in governance, we do not share the statement that the goal of making more rapid time to complete the project, especially in the development of large infrastructure projects, could be achieved through the reform of Title V of the Constitution, which aims to bring the exclusive competence of the State energy policy. The fact, then, that this operation is imagined with the launch and implementation by the central authority of a new approach to dialogue (public debat) and consultation with the territory, in order to ensure a soft landing of the projects in key local, is not new as it has long being developed good practices within the territorial cooperation in the region with the applied electric Manager NTG, in order to share, in advance of the time of the design of the work, its localization. It should be noted, in this regard, as the government of the territory constitutes competence between the state and the regional and local authorities.
More generally, he asks, assuming that the measures provided for in SEN should be implemented by the regions, if it is possible to arrange the indicators for alignment of regional strategies as part of PEAR.
In addition, UNHCR was interested in the goal of economic development related to the topic of green / clean economy are asked to identify synergies with other efforts in the field recently by the Ministry of Education in support of the research and innovation (notice on the national and cluster smart communities).

raised questions about the overall strategy, regardless of the objectives and instruments that are considered shared. How do you reconcile the excess capacity of the production facilities and the supply of oil and gas in order to reduce primary energy consumption? As the goal of cost reduction can be considered consistent with the planning time to 2020, since many of the benefits expected from the implementation of the measures foreshadowed in the Strategy appear achievable beyond 2020? It is believed that it would be more important to encourage imports since 2013 through a reduction of costs in order to help business. As regards the objective of the new ruler is considered important that the regions come in authority (AEEG) when they are faced with issues of territorial impact.

MED: much of the infrastructure are made by European operators and not by the state. The aim of this is to create the best boundary conditions because the energy market are implementing. As regards the electricity market, must be capable of opening the way for export of electricity.
Supports the approach of the strategy, arguing in favor of domestic production in order to allow the reduction of imports of hydrocarbons

Tuscany is associated with the remarks made by my colleague, the weakness of Lombardy analysis of SEN, in particular on "gas infrastructures" and "renewable". Requires that the SEN are connected some urgent measures, such as the renewal of the 55% deduction irpef. Emphasizes that the problems of governance, today, in contrast to what is written in SEN, are no longer the lack of state jurisdiction on national infrastructure, because this has already been acclaimed by ordinary laws. The problems of governance today stem from the weakness of the instruments of coordination between administrations. "

Liguria shows that what creates confusion is in the fact that we wanted to call the present document "Strategy". Would have been better to call the Plan, it is clear the intention to set objectives, instruments and actions. Notes that it is necessary to define a little 'more in detail what are the ESCO and the qualification of energy services.

Puglia: underlines how much talk about renewable energy plants. The message in this regard, however, is still too bland, where speaks of difficulty of the network to satisfy a production overcapacity. In this regard, stresses that if the network is saturated only on the virtual plane (employment virtual network), deflate the situation. If the problem was real there would be a serious problem of reliability and security of the electricity grid.

Sardinia states that it hoped that the document SEN was an aid to regional planning. Instead, it is stressed that there remain deficiencies related to the discourse on infrastructure (electrical and thermal generation). It stigmatizes addition, the lack of attention given to the prediction of GALSI gas transport and the issue of coal power plants.

Umbria: it says that the results of the actions foreseen (characterized by different speed implementation) are not adequately reported in a range of time. On the modernization of governance, it is believed that the problem is not resolved with the planned amendment of Title V of the Constitution. If the problem is the Understanding of the Regions authorization infrastructure, please note that the issuing of the same can be overcome through the application of isitituti provided by applicable law.

Veneto notes that, with regard to energy efficiency, the document is inconsistent with the provisions of the tax deductions designed to fail. On the subject of biomethane shows how there is a reference to the resource to the grid, this being a reference to the sole use of biomethane for transport. Expresses concern for the extraction of gas fields in the Adriatic. Finally, on the TEE attributed to the ESCO, shows how this mechanism works well and suggests that the opportunity for the entrepreneur to manage them directly.

Campania stressed that the document in question is an obvious lack of what to do about the development of electricity infrastructure, Terna, with regard to the provisions of art. 4 of Legislative Decree 28/2011. About governance, we believe that it is time to change it, but with appropriate regulatory instruments (the amendment of Title V does not seem the correct tool).

Basilicata: about governance notes that the reference to the consultation to be underdeveloped, while we consider the abolition of the cartel-State Region in the authorization of the energy infrastructure as a panacea for all ills. Should characterize it better, rather than abolish it. RES electricity, there is no address in the development of a distribution with private networks (through discipline AEEG).

VdA: wonders what the impact of the Strategy provided the PAN and the Burden Sharing considered the projected increase in the target for 2020.

Sicily asks how, in terms of infrastructure, the SEN has taken into account the forecasts of PEAR already in place, and this, especially in light of the contingent phase of reprogramming themselves necessary to ensure any consistency and convergence of the objectives of burden sharing assigned to the regions.

Calabria is concerned about the information on the timing of planning of infrastructure investments also in terms of costs.

Emilia Romagna notes that it would be appropriate to include in the document a correlation between economic growth prospects and the easing of energy costs in order to analyze the impact of the change scenarios. Also indicated that it would be appropriate to give more attention to the correlations between the PAN, the Strategy and the various directives. With regard to governance, shows that it would be desirable to adjust the matter with ordinary laws, rather than a reform of the Constitution. Detected as missing, then the provision of a monitoring and a method of revising the national energy strategy also because of developments in national and international scenarios. Finally, it would appropriate to give an indication of the total volume of investment and the proposed allocation of shares in public and private, together with the correlation between the reduction of energy consumption and infrastructure development.

Abruzzo: shows how there is a reference to the interaction between the SEN and the Burden Sharing, both in terms of investments, both to improve the efficiency of the networks. Considers it essential, in the governance of the energy system, a bottom up approach, and highlights a serious problem about opposition to the installation and energy networks by local populations. Believes that the Regions can represent the Intermediate Body able to put the various local and national interests, as with legislative and regulatory capacity are therefore able to ensure the development and implementation of strategies for energy policy.
Brands: shows how the SEN should identify goals, but above all instruments, and to give resources to the implementation of PEAR. Expresses concern for the revival of the national production of hydrocarbons. Requests in this context that the policy is better balanced within a cost-benefit approach territorial.

Province of Trento: document shows that the present limits on the level of strategy as the model based on decarbonisation requires a more long-term, instead of investing in the revival of production of hydrocarbons, should enhance production from RES, the gas seems wishful thinking to join a leading role in mature markets. The attention to the ESCO should be strengthened.

ANCI: emphasizes the need to provide a hint to the smart cities also only in terms of modeling. Deficiency in reference to the waste cycle and mobility.

MED: Detects how many of the observations made to appear excessively detailed. You could highlight what are the urgent needs of the regions. Skepticism about the proposed treatment of governance, it could stimulate the regions to propose a different model.
On the RIU and HUS is the problem of the subject required to pay the costs of the system. Smart Grid is shared on the need for an in-depth, even if the intersection of the theme smart cities could lead to an excessive enlargement of the range of action of the document. States that the MED, with the approval of the SEN, does not believe initiate a drilling program in the Adriatic, but the decisions will be weighed at the cost-benefit analysis. Considered particularly interesting themes developed about the need for coordination with PEAR, given the increase in lens RES: in this regard, expresses willingness to discuss it. With regard to research: the desired synergy with the Ministry of Education should be implemented.

The coordinator stated that in order to collect the contributions of different regions in a structured way on SEN will be attached to these minutes a template. The same will be completed by Friday, November 23 in order to allow the coordination to produce a draft opinion to the Commission Policy on November 27.
